Sir,

I am directed by Mr Sec: Ch: to transmit to you to be laid before the Marquess of Lansdowne a copy of a despatch from the O.A.G. of Hong Kong on the subject of an assault committed by four seamen of the German Navy on a Constable of the Hong Kong Police Force.

2. I am to ask that the conduct of the two officers who allowed their bail to be estreated without offering any excuse or explanation may be brought to the notice of the German Govt, since if persons who have been released on bail are thus deliberately prevented from coming up for trial, the result must be that bail will not be allowed in future similar cases.
